UKIAH, Mendocino County — October 24, 2026. Two different developments have been described as “the Ukiah annexation” in 2026, and confusing them could give residents a false picture of the city’s current boundaries. One small city-property annexation was completed. A separate, much broader proposal to add unincorporated Ukiah Valley territory was discontinued.
The completed change: 1 Carousel Lane
Ukiah’s official Corporation Yard project dossier identifies one city-owned parcel of about 7.9 acres at 1 Carousel Lane. The city purchased the site in 2025 for a municipal maintenance and operations facility. Mendocino LAFCO approved the annexation at its May 4, 2026 meeting, and the city lists an original Certificate of Completion dated June 12 and a corrected certificate dated July 6. A state boundary-change filing followed on July 21.
This is documentary evidence of a completed jurisdictional adjustment for one facility, not approval of a new residential subdivision or wholesale consolidation of neighboring communities. Ukiah described operational reasons: city control over its yard, risk management and coordination of public services.
The larger annexation plan did not advance
On August 31, the city announced that it was ending work on its broader Sapling annexation initiative following public concerns about service costs, land use, representation and other issues. That proposal would have involved many parcels beyond the municipal yard. No one should cite the completed Carousel Lane annexation as proof that the much larger 2026 community proposal became law.
What should property owners check?
People who need to know whether their property lies in the city should use recorded legal descriptions, the current parcel database and Mendocino LAFCO documents. Changing the boundary around the corporation yard does not automatically alter an unrelated home’s tax assessment or municipal service provider. The LAFCO case list identifies the municipal-yard file as A-2025-06 and records the May approval.
For residents, the relevant questions now include how the city will use the new maintenance facility and whether any separate service reforms are brought forward after the failed wider annexation.
